The rules governing the organisation of lotteries in Poland are set out in the Act of 19 November 2009 on gambling. Under the Act, three types of lottery may be organised: promotional, audiotext and raffle lotteries. The organisation of a fourth type – cash lotteries – is subject to a state monopoly.

Lotteries are games of chance and are classified as games of chance. The prizes awarded in them are either goods or cash, and their outcomes are determined by chance. Individuals aged 13 or over may take part in raffle and promotional lotteries. Audiotext lotteries are aimed exclusively at adults.

Rules governing the organisation of lotteries in Poland

Taking part in promotional lotteries involves purchasing a service or product, or obtaining proof of entry into the game (e.g. an admission ticket). In the case of audiotext lotteries, participation is possible by making a chargeable telephone call or sending an SMS message. Participants in these lotteries aim to win a cash or non-cash prize, whilst the organisers are motivated by the prospect of increased sales of the products or services on offer. 

In raffles, participants purchase a ticket (e.g. a raffle ticket) to take part, and the organiser offers only non-cash prizes. The proceeds from this type of activity are donated to charitable or socially beneficial causes.
